for that specific game your current specs are fine but an SSD would do wonders for overall windows and game experience.
overclocking that cpu to 4ghz might also be doable depending on your cooling. I have 4 such systems at 4ghz on good old Zalman CNPS9900's

it all depends on how much you want to spend but I would pick even a 2.5ghz quad core over that 2.8ghz.

Hi guys, I have two HTPC's (Athlon 64 X2 5600 Brisbane 2.9ghz, 4GB DDR2, AMD 5450, 64GB SSD, Ethernet connected) that power two 1080p TV's and I have noticed Hulu and Amazon video have begun to chug a bit. Don't get me started on HBOGo. I watch everything in HD and in IE11.

this might not help if you are playing the vanilla version of sins but if you are playing the expanions then you have access to starbases and they have an ability that keeps the planet's goverment safe even if the planet is wiped.
