Probably a little bit, but monitors like the U2311H or 2209WA use overdrive and have low input lag (9-10ms), so it doesn't necessarily mean the Samsungs will have poor input lag.

Give the Readability test (F4) in PixPerAn a go and see how high you can go. It's not an exact science as it can depend on how lucky your guesses are and also people see blurring differently, but at least it's something that you can use to directly compare.

The U2311H has a backward tilt angle of 20 degrees (as seen in this picture), but also a forward tilt angle of 5 degrees too. You can see the kind of positions the monitor can do in this video.

I know it's a monitor aimed at gamers/multimedia, but from what I remember from the FlatpanelsHD review, they said it didn't perform all that great.
The 2209wa definitely does have IPS glow, from a quick Google as shown in this and this review, it exhibits the silvery/white glow.

So if you put up a completely black image/screen and view your 2209wa at an acute angle in a dark room (ideally with no light - like in T07N's photo), you're saying it doesn't have IPS glow? I find that pretty hard to believe.

That's perfectly normal, it's not tinting, it's IPS glow. You will get this on any current IPS monitor. Returning it for a replacement is pointless as you'll get another with the exact same "problem".
