If so, I had the same problem with my iMac G5 from 2004 (from what I can tell it uses some sort of S-IPS panel) where it'd show up, but only on certain colours.

Probably a little bit, but monitors like the U2311H or 2209WA use overdrive and have low input lag (9-10ms), so it doesn't necessarily mean the Samsungs will have poor input lag.
