Windows 7 Cmd.exe problems

I have been running into a growing trend with Windows 7 and what appears to be Anti-virus issues. I have confirmed that Vipre has cause this issue on one computer, however others have Kapersky AV on them.

The error is

This happens when you launch pretty much any msi or system process (cmd.exe, sfc /scannow and others) It appears to be a winsock corruption and nothing requiring the cmd prompt will run, not even in safe mode,

Any insite on this issue or has anyone run into it?
 
Every time I've seen that error I found the problem to be a malware issue. The only other issue I've run into with cmd.exe and Win7 is the inability to elevate the user to admin to run chkdsk, etc.

UAC is ON
Running as standard user
Yes, it still fails

I have blasted these PC's with superanti spyware, malwarbytes, spybot, three AV scans each. Nothing was found
 
Have you tried turning the AVs off before you use cmd? It could be a filesystem baseline protection issue.
 
Is this a standard Win7 image? Did you slipstream or modify the OS in any way?
