What is your opinion of the "best value" retro handheld gaming system available?

I am looking for some retro handheld as gifts for Christmas that can (attempt) to play up through Dreamcast games. I am currently considering something like the POWKIDDY RGB30 or ANBERNIC RG353VS. Any others you would recommend? Your thoughts?
