can these files be deleted?

can these files be deleted? i'm guessing those are from the windows updates, but are they just uninstall files or are they the actual updates?

Those directories are safe to delete *IF* you know you do not want to uninstall the updates. They are temp directories that store the uninstall information of the applicable Hotfix. Deleting this file will cause some uninstallation "not found" issues when you try to uninstall, as the files will no longer be present. You can fix the registry entries with your favorite RegCleaner though. I've deleted these files and more with no real setback, as I don't see a need to uninstall a patch.
