1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

Gaming, thinking BF4

2) What's your budget? Are tax and shipping included?

$1000

3) Which country do you live in? If the U.S, please tell us the state and city if possible.

Macon GA

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.

Need CPU, motherboard, video card, memory video card, OS, power supply, CPU cooler.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

NA

6) Will you be overclocking?

No

7) What is the max resolution of your monitor? What size is it?

3x19" monitors 1600x1200, will probably upgrade center monitor to something larger soon.

8) When do you plan on building/buying the PC?

Next month

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.

NA

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?

Currently have XP.

TIA

Some random thoughts:
  • XP is end-of-life by Microsoft as of April, 2014, and is no longer receiving security updates. Recommend at least Windows 7 64-bit or Windows 8.1 64-bit.
  • 8GB is the minimum amount of RAM recommended nowadays, although 16GB is nice to have. Anything beyond that is overkill unless you have a need for it. (And, if you do beyond 16GB, don't get Windows 7 Home Premium 64-bit).
  • What ports do your monitors have? (DVI, VGA/D-Sub, Displayport)
  • Please consider a SSD drive as the boot/programs drive and a physical hard drive for data.

Just throwing it out there but if the microcenter is close(do it as Dangman suggests), you could maybe get by at those resolutions on an AMD APU setup like the A10 7850k for $120 with free motherboard. check out https://www.youtube.com/watch?v=ZRATgbzUSW4

and
http://www.microcenter.com/site/products/amd_bundles.aspx you might even get bf4 free with the game bundle ;)

and make sure to get some 1866 or higer ddr3 to max out the onboard gpu. You could always drop in a discreet gpu later if you upgrade your monitors.
