I see this as a major and very positive step that'll help Android in the long run (and potentially in the short term as well). Whenever fragmentation is mentioned about Android it's basically in two phases: the first is the fact that yes, there's multiple versions of the OS out there, with the "low end" hardware almost always having the oldest version(s) like 1.5 and 1.6 on them and the mid to high end hardware being more up to date.

The second is that there's so much fragmentation in terms of the sheer number of different devices which falls back on requiring the variety of versions out there as just noted.

At least Google has some control and ability to address the first aspect with tools such as this Fragment API that can make great strides in resolving the fragmentation because that first phase.

Good job, Google, I'm sure this will be a welcome addition to the Android ecosphere.
