PSU killing hard drives? Help!

OK, here's the deal with my PSU.

I've been running 3 optical drives and 3 hard drives.

Within one week, the 160 and 200 both died. The 200 failed to recognize at all, as did the 160, however, the 160 would become extremely hot to the touch (burned the fuck out of my finger after about 15 sec. of power)

Prior to this, I frequently had drives cut out on me, just power down, and I'd have to unseat and reseat the molex connector (with the PSU on) to get them to spin back up. I'm using an Antec 400W (not True400) that came with my case. I'm really thinking there's something going on with the +12V line.

Now that I've gotten my replacement drives back from WD, I'm scared to pop them in with this PSU, since I'm thinking that it's killing them. However, my optical drives and the 80 gig still work just fine.

Here are the voltages according to MBM

+3.3 -- Currently +3.18 -- Low +3.17 -- High +3.20 -- Avg +3.20

I run everything off a single wall socket, and then off a APC UPS.

The problem with waiting to get a new PSU and playing it safe is that this drive needs reformatting. Thus I need to back stuff up, thus I need my drives. Plus I'm going to be leaving for most of the summer soon and I need to get this straightened out. Also, I have no money. Certainly not $100 to drop on a new PSU -- I've heard enough horror stories from other people about cheap power supplies that I don't even question buying Antec despite the price.

The drives are all WD special editions. I'm running a AthlonXP 2500+@182FSB and the optical drives are a Lite-on 52x CDROM, a 16x Sony(?) DVD-ROM, and a generic 48x16x48x CD-R/RW drive.
 
First off, forget MBM, and get a multimeter and measure the stuff yourself. Both under load especially a drive transfer between the cd-rom and the hd while prime95 is running.

Second, perhaps it's an overheating issue?
 
yup, you can get a fairly accurate DMM from Radio Shack for less than $20. i've got a Fluke DMM, but they aren't as cheap.
