Disabling USB legacy support in BIOS prevents PC from seeing USB drives with OS installation files on it. Is there some way around it (aside from enabling USB legacy support) ? Does USB drive have to have some special formatting to be detected as media with OS installation files when USB legacy support is disabled?

How are you intending to install?

BIOS to BIOS?
BIOS to CSM over UEFI?
UEFI to UEFI?

If you're booting to through UEFI, you can still install a BIOS-based OS through CSM. UEFI boot doesn't require legacy boot to install a BIOS booted OS. Either way, Ventoy works very well for BIOS (MBR) & UEFI.

AFAIK Enabling legacy boot would only "hide" the UEFI boot options if they were disabled. Some BIOS (like some Dells) may have EFI network boot, USB boot, etc turned off when you switch from Legacy to UEFI. You have to go in and turn them on.

As noted, confirm how you created your boot media, and make sure when you have UEFI enabled, you also have USB options enabled / showing.

What motherboard do you have?

Just curious- what's your use case for disabling USB legacy support in the first place?
