I've oced my 13900k to 5.8ghz core 1-4 and 5.6ghz core 5-8. While it's at 40k multicore performance, I'm getting a bit below 2200 in single core performance. Meanwhile stock should get a bit over 2200 and oced nearly 2300.
'm at high voltage 1.45v and it does hit about 97c (206F) in Cinebench R23 while doing multi threaded test (about 70C/160F in single), but it's not downclocking.
Any ideas why?

RIght now im at 5.5 7p core 5.3 1 p core 4.3 12 E cores and 4.1 4 ecores and i get about 40k multicore performance with 270w power draw, drop your voltages a bit and see if you can get stable and lower temps, score should jump

What's your RAM speed? And is that close to the speed of the RAM they used for your favorite 13900k review?

It's not capped as far as I know, hits 260w or so.

Mine boosts to 5.8 on a single core in CB23 and I get like just a hair under 2200 score. Your scores are normal. You do not have an identical machine to the reviewer and should not expect identical scores. Also, you're probably throttling if you're hitting 95+ which is also normal for these chips. I have mine set to a 248W limit because I don't want to hear the fans screaming like a jet fighter but if I run PL1 at 4096W it'll score 42000 stock since it will keep boosting.

Uncapped I can hit 300-350W all core lol. I get 42-44K uncapped and at 288W or less I get sub-40K, not worth the heat

5600 memory, loose timings make a big impact too
