Yeah, just a single layer is enough. I actually ended up doing it on all my modifier keys. It cuts a lot of that pinginess you get with cheap stabilizers.

To me is sounds like bluetooth interference. You mentioned that you had a bluetooth keyboard and mouse. That the stuttering is when you move the mouse. Differently try a wired keyboard and mouse and see if that fixes it.
Ya, check if you have it enabled. Its only going to boost as high as you have thermal headroom. If the temps get too high for it it will stop going higher. Also try working on the timings if possible on that ram.
I would leave it be. Have you turned on PBO2 and XFR2? With those on you should get about what you would get with an overclock. Zen+ with those on is better then an overclock usually due to the fact that when its not being used it will clock down and that will save some power and system thermals.
