Chalk it up to bad thermal paste application. While I had the loop drained, I popped the block off and had very little paste in the middle of the CPU, it was all at the edges. Idling around 30 to 31 and peaking at 51 according to Ryzen Master.
I was still running my loops with just straight distilled, needed to empty that out and add in my new mix of biocide and distilled.. I just took the output of the radiator off put a piece of scrap PETG in it, opened the drain valve and blew and most everytihing drained
My older rad had additional ports, I have a EK now that doesn't. Could I put a valve inline with the out or in at top of the radiator to act as purge of sorts ?

I haven't experienced any of the issues being were getting with the weird boost behavior, I haven't check my bios version, but I'm tempted to just leave it alone.
I really expected a lateral move going from my 6700k / 3000 mhz dominator memory to 3600 ryzen / 3600 memory but everything seems so much snappier and this was with just moving the hard drive over and not fresh install
