Top right corner plated screw hole i can see green on the plating. This makes me think this has been in extreme humidity and has oxidized off the plating on the copper and you are seeing the copper oxidizing now. Start looking at contacts and pins for signs of damage.

I run my 1080 at 165hz. Maybe thats enough for ya. Get the monitor and see what you can push it to. Might not have to upgrade anything.

360hz is a new frame every ~2.7mS. Are you just wanting a smoother mouse tail as it moves on your screen? That is all it will translate to. So this is going to do more with your cpu than your video card. Mouse and keyboard polling speeds, which are one of the early things to notice throttling...
