I don't think the 3.3V rail would ever connect to the GPU directly. I could be wrong, but IIRC, on these GCN cards, there are three voltages that actually do connect to the GPU, and they're all 1.5V or less, with regulators on the board for each...

I work in a nuke plant, and they have 50" tvs all over showing plant news and power output status. Got quite a chuckle the first time I saw one in bsod.
That and even if they started the regulatory paperwork last year they are looking at a 2028 ground breaking with a 2035+ date of actually being online.
Power plants take a LONG ass time to get built, especially experimental ones.

Most passives fail open. Transistors fail somewhere wacky. Most of the transistors are in the GPU.
No expert, but 3.3v to ground short sounds like bad news. GPU chip failure maybe. Would have to see what is powered by the 3.3v and start fishing for the blown up thing
It would be interesting to see pcbs designed with a focus on aesthetic. I would also enjoy diving farther into pcb design cad software as all my breadboards have been handmade thus far.

7000 series APU's from AMD can contain either the 680m or the 780m part....the 780m chips had a $250 premium when I last checked, but really didn't deliver $250 worth of performance improvement. Just posted for awareness, the 7000 series...

Creative's whole business model is on maximizing sounds quality through cheap headsets and speakers. They have optimized their stuff for that, and it works.
If you want better sound quality, buy better...
So it is absolutely your money and do what makes you happy but if you are spending this much for a dac then you amp and speakers should be in the many thousands of dollars... it just isn't going to be worth it (imho) for powered monitors like...
