For Hobbyists or Enthusiasts it will be the best but Nvidia will find some way to make it unusable for more than that.

People aren't interested in buying overpriced motherboards with new DDR5 ram just to get a slightly better CPU. So AMD is selling AM4's CPU's because sales are sales.
A quick look around says socket 7 was introduced in 1995 k6-iii was released in 1999. Wikipedia says AM4 launched in lat 2016, but Zen came out early 2017. AMD is not only continuing to make AM4 chips, but they're also making new SKUs; so yeah...
My guess is there’s an abundance of DDR4 and AM4 boards sitting on store shelves and it’s upsetting AIBs and Retailers so this is AMD putting a “new” product on the market to drive some sales on older parts for budget systems.

Assuming, for the moment, the rumor to be true: these cpu's would otherwise be sold as "x" versions. With an "xt" amd would get to profit a bit extra from improved yields.

I will say it again, software that you have paid for should not have any ads (and telemetry) in it. Zero. I wouldn't have an issue if it displayed ads if it were not activated.
I won't use an operating system with ads in it, full stop.
At least unless I can somehow disable them.
